Any violation of the provisions of this chapter shall be punishable as a municipal infraction as provided in Chapter 1, Article I.
B.
Nothing in this chapter shall be construed to abridge,
limit or otherwise impair the right of any person for damages or other relief
on account of injuries to person or property to maintain any action or other
appropriate proceeding therefor.
